CRA is the EU buyer's problem — we just supply the product

Article 19 of Regulation (EU) 2024/2847 obliges the EU importer to verify that the manufacturer has produced technical documentation. If you cannot provide it, the importer cannot fulfil their verification obligation. They will buy from a supplier who can. CRA documentation is not your legal obligation as a non-EU manufacturer — but it is a commercial requirement to keep your EU customers.

CERTIFICATIONS

Your existing CE certificate covers EMC, RED and/or LVD. Regulation (EU) 2024/2847 adds a separate cybersecurity compliance layer. The EU importer must verify CRA-specific documentation. Will Alibaba require CRA documentation like Amazon requires GPSR?
Alibaba.com is a B2B platform. It does not enforce EU product compliance the way Amazon does for consumer listings. However, your EU buyer — the importer — is required to verify CRA documentation under Art. 19. The enforcement comes from your buyer, not from the platform.
Should we provide CRA documentation before or after the order?
Before. EU importers will increasingly request CRA documentation during the RFQ/sampling phase, not after placing the order. Having documentation ready differentiates you from competitors who say "we will provide later."
Can we use one CRA dossier for multiple EU buyers ordering the same product?
If the product is identical, one Annex VII technical documentation set covers the product regardless of who buys it. However, each EU buyer who places the product on the market under their own brand may need their own Declaration of Conformity under Art. 3(13).
Our trading company sources from multiple factories — who provides the CRA documentation?
The manufacturer is the entity that develops or manufactures the product (Art. 3(13)). If your trading company places the product on the market under your brand, you are the manufacturer and must ensure documentation exists. If the factory sells under their own brand and you simply facilitate the trade, the factory is the manufacturer. The Annex VII documentation must reflect the actual product and its engineering data.
