Recital (4) states requirements shall not undermine national smart grid security. This does NOT exempt smart meters from the documentation requirement. You must still document compliance.

My smart meter uses Zigbee only. Does it communicate over the internet?
If the Zigbee meter connects to a gateway that communicates over the internet, the meter communicates indirectly. Art. 3(3)(d) applies.
We supply meters to European utilities, not consumers. Does the Directive still apply?
Yes. Art. 2(1) applies to all radio equipment placed on the EU market, regardless of end-user type.
Our smart meters have Zigbee AND WiFi AND LoRa. Do I need separate documentation for each radio?
No. Documentation is per product TYPE, not per radio technology. One set covers all radio interfaces.
Module A?
Yes, if you fully apply EN 18031. Art. 17(3)(a).
CRA?
Repealed from 11 December 2027.
