The numbers that matter

Brazil, Indonesia and China are the principal non-EU origins for virgin pulp and paper. The critical distinction is between virgin wood fibre (in scope) and 100% recovered waste paper (exempt). Any mix triggers the regulation.

Brazil is standard risk. Indonesia is standard risk. China is low risk but often processes timber from standard-risk sources.

Three most common mistakes

Pattern 1 — FSC/PEFC as DDS
