The price comparison nobody in the reinstatement industry wants you to see
What reinstatement services are actually doing when they charge you €2,000
Amazon reinstatement services are a legitimate business for most suspension categories — intellectual property complaints, inauthentic claims, safety recalls, policy violations. The service value is in reading the suspension notice carefully, drafting a persuasive appeal letter, and knowing the Amazon compliance team's expectations. For those cases, paying €500-€2,500 for a Plan of Action can save you weeks.
For European Accessibility Act suspensions, the situation is different. The document Amazon is asking for — and the document a reinstatement consultant will produce for you — is a structured accessibility self-assessment following the European harmonised model of Commission Implementing Decision (EU) 2018/1523, adapted to the scope of Directive (EU) 2019/882. That document has a fixed European format. The WCAG 2.1 criteria being evaluated are fixed. The remediation guidance comes from the W3C, not from the consultant's experience. The legal basis references are fixed. There is no creative Plan of Action to draft. The value the consultant is adding is: filling in the template and charging you fifty times what the template costs.
What the European harmonised model actually contains — and what EAA-Report delivers
EAA-Report generates a 9-page PDF following the European harmonised model of Commission Implementing Decision (EU) 2018/1523, adapted to the scope of Directive (EU) 2019/882:
Cover page
Global compliance score, country-specific enforcement data, unique verification reference.
Service owner identification, scope and evaluation method
Under the European harmonised model of Decision 2018/1523, adapted to the scope of Directive 2019/882.
Compliance status by WCAG principle + criterion-by-criterion evaluation
All 17 WCAG 2.1 AA criteria with Yes / Partial / No / N/A.
Official W3C remediation guidance
Per failed or partial criterion, extracted from "Understanding WCAG 2.1".
Non-accessible content declaration
Under Annex V, Directive 2019/882.
Feedback mechanism and enforcement procedure
Competent national authority, applicable national transposition law, fine range for your service country.
Legal basis
Directive (EU) 2019/882, the European harmonised model of Decision (EU) 2018/1523 (adapted to the scope of Directive 2019/882) and EN 301 549 V3.2.1.
This is the next CE marking, not a mystery
If you've filed CE Declarations of Conformity, RoHS documentation, WEEE registrations, EPR papers, GPSR responsible-person data, you have already worked with every element of the legal machinery behind the EAA. The harmonised standard for the EAA is EN 301 549 V3.2.1. The conformity assessment is documented in a technical file. The market surveillance authority can request it. This is not a new category of regulation — it's the next directive to land in the same inbox.
Enforcement reality — four cases to know
Fine upheld by the Audiencia Nacional Contentious-Administrative Chamber Section 8 in February 2024 (sanction originally imposed October 2020), plus a six-month ban on concurring in proceedings for the granting of official aid.
Fine for accessibility failures on endesaclientes.com after a CERMI complaint.
Summoned before the Tribunal Judiciaire de Paris on 12 November 2025 by ApiDV and Droit Pluriel.
Civil penalty for deceptive overlay claims, final consent order 22 April 2025 (Docket C-4817). Overlays are not a legal defence.
"Aren't there free accessibility statement generators online?"
Yes — WebYes, Iubenda, Termly and others. They produce one generic paragraph. That paragraph is not a documented self-assessment, does not evaluate your service against the 17 WCAG 2.1 AA criteria, does not include country-specific enforcement data, and does not follow the European harmonised model. If you're going into an Amazon reinstatement appeal, a one-paragraph template is not the file you want on the table.
| Alternative | Cost | What you actually get |
|---|---|---|
| Amazon reinstatement consultant | €500 – €2,500 | Same format. Slower. 50x more expensive. |
| Manual accessibility audit | €2,000 – €5,000 | Thorough, but weeks of lead time |
| Accessibility overlay (legally discredited) | €490 – €1,990 / year | Not a defence. FTC penalised accessiBe $1M. |
| EAA-Report | €149, one-time | 9-page PDF, 15 minutes, European harmonised model adapted to Directive 2019/882, yours forever |
