Three mistakes clinker importers make with Algerian CBAM documentation

Mistake 1 — Waiting for supplier data that never arrives

Algerian producers are not obligated to provide emission data to EU importers

Many importers delay their CBAM preparation waiting for emission data from their Algerian supplier. There is no legal obligation on non-EU producers to respond. Is this a subscription?
No. One-time payment. The licence includes 30 days of editing and 10 regenerations. The downloaded dossier is yours to keep.
Can I get a refund?
By activating the licence you give express consent for the immediate generation of digital content pursuant to Art. 16(m) of Directive (EU) 2011/83, waiving the 14-day withdrawal right. Refunds are accepted only for reproducible technical failures.
What if the regulation changes?
If the regulation changes during your licence period, you can regenerate the document with the updated version of the generator at no additional cost.
My Algerian supplier will not provide emission data. Can I still comply?
Yes. Article 7(2)(b) of Regulation (EU) 2023/956 allows the use of default values when actual emissions are not available. CBAMCheck integrates the 13,566 default values from Implementing Regulation (EU) 2025/2621, including Algeria-specific values for cement and clinker. The default values include a regulatory mark-up under Annex IV point 4.1. You can generate your full dossier without any data from your Algerian supplier.
Algeria has no carbon price. What does that mean for my CBAM cost?
Under Article 9 of Regulation (EU) 2023/956, importers may claim a reduction in CBAM certificates if a carbon price has been effectively paid in the country of origin. Algeria has no emissions trading system or carbon tax on cement production. The full CBAM certificate obligation applies with no Art. 9 deduction.
Which CN codes for cement are covered by CBAM?
Annex I of Regulation (EU) 2023/956 covers: 2523 10 00 (cement clinkers), 2523 21 00 (white Portland cement), 2523 29 00 (other Portland cement), 2523 30 00 (aluminous cement), 2523 90 00 (other hydraulic cements), and ex 2507 00 80 (calcined kaolinic clays). The greenhouse gas covered is CO₂.
Does CBAMCheck work offline?
