The Algeria-EU clinker route is one of the most established in the Mediterranean cement trade. France and Spain are the primary receivers. With no carbon price in Algeria and high emission intensity relative to EU-produced clinker, the CBAM cost per tonne is significant — and it falls entirely on you as the European importer.
The definitive CBAM period is in effect. Cement and clinker (CN 2523) are in scope from day one. Here is the sequence of obligations under Regulation (EU) 2023/956 for your Algerian imports.
