You import UAE aluminium to replace Russian volumes — and you need to know whether actual emissions from your supplier save you CBAM certificates compared to default values

The United Arab Emirates is a growing source of primary aluminium for European transformers and trading houses in the Netherlands, Germany and Italy. UAE smelters run on natural gas electricity — an intermediate carbon intensity between coal-based producers and hydropower sources. Under Regulation (EU) 2023/956, the difference between using default values (with regulatory mark-up) and verified actual emissions from your Emirates supplier can be commercially significant. CBAMCheck generates the 12-document dossier with UAE default values preloaded, and the interactive dashboard lets you compare both scenarios. €299, one-time, 100% browser-side — no data leaves your device.

The numbers behind your UAE aluminium CBAM exposure

UAE aluminium is increasingly filling the gap left by reduced Russian supply. For European buyers, the critical question is whether the CBAM cost under default values justifies requesting verified actual emission data from the Emirates producer — or whether the default already reflects a competitive position relative to other origins.

Your CBAM compliance timeline for UAE aluminium imports

Aluminium (CN Chapter 76) is in scope from day one of the definitive period. Both direct emissions (CO₂) and perfluorocarbons (PFCs) apply to aluminium under Annex I. For aluminium, indirect emissions from electricity are also calculated under Annex IV point 4.3.

1
Obtain authorised CBAM declarant status
Art. 5. Required before importing. Via the CBAM registry with your EORI number.
2
Calculate embedded emissions — direct + indirect
Art. 7 + Annex IV. Aluminium includes both direct emissions (CO₂ + PFCs from smelting) and indirect emissions (from electricity consumed). Use actual data (Art. 7(2)(a)) or default values (Art. 7(2)(b)). UAE default: 2.329 tCO₂e/t. Compare with China (4.928) or India (3.535).
3
Assess Art. 9 carbon price position
Art. 9. UAE has no comprehensive carbon tax or ETS covering aluminium production. Document the zero-deduction position or any applicable mechanism. CBAMCheck generates the template.
4
Purchase CBAM certificates from 1 February 2027
Art. 22. Weekly price tied to EU ETS auctions. The number of certificates depends on whether you use default values (higher, includes mark-up) or verified actual emissions (potentially lower for gas-based UAE smelters).
5
Submit CBAM declaration by 30 September 2027
Art. 6. First declaration covers 2026 imports. Adjusted for Art. 31 free allocation and Art. 9.

Three mistakes aluminium importers make with UAE CBAM documentation

Mistake 1 — Using a SaaS platform with annual subscription for a one-time obligation

The annual CBAM declaration requires documentation, not a software subscription

The CBAM declaration is submitted once per year (Art. 6). The documentation supporting it needs to be generated and kept for four years (Art. 7(6)). A €1,990–€4,800/year SaaS subscription means paying for 365 days of platform access when the actual work takes hours. CBAMCheck generates the dossier for €299, one-time. The downloaded files are yours permanently.

Mistake 2 — Treating all Gulf countries as one origin

UAE, Bahrain, Qatar, Saudi Arabia, Kuwait and Oman have different default values

Implementing Regulation (EU) 2025/2621 provides country-specific default values. UAE aluminium (2.329 tCO₂e/t) is distinct from Bahrain (2.329), Qatar (2.159), or any other Gulf producer. The regulation does not recognise a "Gulf average." CBAMCheck loads the exact country value when you select the origin.

Mistake 3 — Uploading commercial data to a cloud platform

Trade volumes, supplier names and pricing are competitively sensitive

Aluminium procurement data is commercially valuable. Uploading it to a third-party server creates a data security risk beyond GDPR. CBAMCheck processes everything 100% in your browser. No data is transmitted to any server. The dossier is generated on your device and the ZIP stays on your computer.

What you receive: 12 deliverables in a single ZIP file

The dossier includes a scenario comparison in the interactive dashboard: default values vs. actual emissions. For UAE gas-powered aluminium, this quantifies the potential saving from verified supplier data.

The registry under Art. 14 receives your declaration and certificates. It does not compute emissions, compare scenarios, or produce documentation. You arrive with your numbers ready.

What happens if you import UAE aluminium without surrendering CBAM certificates

⚖️
Authorised declarant — failure to surrender
EU ETS excess emissions penalty per certificate

Art. 26(1). Payment does not release you from surrendering outstanding certificates (Art. 26(3)).

⚖️
Non-authorised person importing
3× to 5× the standard penalty

Art. 26(2). Per certificate that should have been surrendered.

⚖️
Exceeding 50-tonne de minimis
Retroactive for entire calendar year

Art. 26(2a) + Art. 2a. A single aluminium shipment typically exceeds 50 tonnes.

What CBAMCheck guarantees — and what it does not

CBAMCheck generates a structured document according to Art. 6 and Art. 7 + Annex IV of Regulation (EU) 2023/956 based on the information you enter. The truthfulness, accuracy and completeness of that information is your responsibility as importer / authorised CBAM declarant.

We guarantee that the document structure follows Regulation (EU) 2023/956 and that the legal references cited are correct. We do not guarantee that a specific document will be accepted by a national competent authority in a specific case.

Frequently asked questions — UAE aluminium and CBAM

Is this a subscription?
No. One-time payment. The licence includes 30 days of editing and 10 regenerations. The downloaded dossier is yours to keep.
Can I get a refund?
By activating the licence you give express consent for the immediate generation of digital content pursuant to Art. 16(m) of Directive (EU) 2011/83, waiving the 14-day withdrawal right. Refunds are accepted only for reproducible technical failures.
What if the regulation changes?
If the regulation changes during your licence period, you can regenerate the document with the updated version of the generator at no additional cost.
Can I compare default values vs. actual emissions for UAE aluminium?
Yes. The interactive dashboard lets you compare both scenarios. For gas-powered UAE smelters, actual emissions may be lower than default values (which include a mark-up). The difference translates directly into fewer CBAM certificates.
Does CBAMCheck differentiate between Gulf countries?
Yes. UAE, Bahrain, Qatar, Saudi Arabia, Kuwait and Oman each have separate default values in Reg. 2025/2621. No "Gulf average" exists. CBAMCheck loads the exact country value.
UAE aluminium uses gas-based electricity. Is CBAM cost lower than coal?
Typically yes. UAE default: 2.329 tCO₂e/t vs. China 4.928 and India 3.535. The exact cost depends on the specific value or verified data. The dashboard quantifies the difference.
Does my data leave my browser?
No. 100% browser-side. No data transmitted. ZIP generated on your device.
⚠️ Important notice: CBAMCheck is a self-assessment documentation tool, not legal advice and not a third-party audit. The document is generated from your input data. You are responsible for the accuracy of the data you provide. CBAMCheck does not replace a qualified professional assessment.
