Since 1 January 2026, if you import cement, steel, aluminium, fertilisers, hydrogen or electricity into the EU above 50 tonnes per year, you need CBAM declarant authorisation. Without it, the penalty is 3 to 5 times the standard penalty for each certificate not surrendered (Art. 26(2) of Regulation (EU) 2023/956).
To submit your CBAM declaration you need to know how many tonnes of CO₂ your imports carry, how many CBAM certificates you must buy, how much it will cost, and have your records organised for 4 years. The EU portal asks for this data. It doesn't calculate it for you.

It affects any company importing cement, steel, aluminium, fertilisers, hydrogen or electricity into the EU above 50 net tonnes per year. Since 1 January 2026, these importers need CBAM declarant authorisation and must purchase CBAM certificates to cover the embedded emissions in their imports.
