Since 1 January 2026, if you import cement, steel, aluminium, fertilisers, hydrogen or electricity into the EU above 50 tonnes per year, you need CBAM declarant authorisation. Without it, the penalty is 3 to 5 times the standard penalty for each certificate not surrendered (Art. 26(2) of Regulation (EU) 2023/956).

To submit your CBAM declaration you need to know how many tonnes of CO₂ your imports carry, how many CBAM certificates you must buy, how much it will cost, and have your records organised for 4 years. The EU portal asks for this data. It doesn't calculate it for you.

Frequently asked questions

What is CBAM and who does it affect?

The Carbon Border Adjustment Mechanism (CBAM) is regulated by Regulation (EU) 2023/956. It affects any company importing cement, steel, aluminium, fertilisers, hydrogen or electricity into the EU above 50 net tonnes per year. Since 1 January 2026, these importers need CBAM declarant authorisation and must purchase CBAM certificates to cover the embedded emissions in their imports.

Does CBAMCheck replace the EU CBAM portal?

No. CBAMCheck generates all the preparatory documentation you need before entering the European Commission CBAM Registry. The official portal (Art. 14 of Regulation (EU) 2023/956) is where the formal CBAM declaration is submitted. CBAMCheck structures the data so that completing the portal is fast and error-free.

Do I need an accredited verifier?

Only if you use actual emissions from your supplier. If you use the European Commission default values (Implementing Reg. (EU) 2025/2621), which CBAMCheck has integrated, verification by an accredited verifier is not required (Art. 8(1) of Regulation (EU) 2023/956). The CBAMCheck dossier still includes a verification preparation guide for future use.

Can I reuse the interactive dashboard every year?

Yes. The HTML dashboard is a downloadable file that works offline in your browser, with no server or subscription. You can update the EU ETS price, adjust your tonnage and modify your supplier's carbon price each year. The table automatically recalculates certificates and costs from 2026 to 2032. It is a CBAM financial planning tool that is yours forever.

Is this a subscription?

No. CBAMCheck is a one-time payment of €299 per dossier. No monthly fees, no automatic renewals, no commitment. The licence includes 10 regenerations over 30 days. The downloaded dossier (10 PDFs + HTML dashboard + .ics calendar) is yours forever. It does not expire or depend on any active subscription.

Can I get a refund?

CBAMCheck is downloadable digital content. Per Art. 16(m) of Directive (EU) 2011/83 on consumer rights, by activating the licence in the generator you give express consent to the digital content nature, waiving the 14-day right of withdrawal. Refunds are only accepted for reproducible technical failures (generator error, PDF that won't download, verifiable bug) by sending an error screenshot to hello@solidwaretools.com within 14 days of purchase.

What if the regulation changes?

If Regulation (EU) 2023/956 or its implementing acts change during the validity of your licence (30 days), you can regenerate the dossier with the updated version of the generator at no additional cost. Generator updates are free and the latest version is always available with the same licence key.
