You import Russian ammonia into the EU and face CBAM certificates on top of progressive tariffs — two regulatory costs that require separate documentation

Russia is the largest ammonia supplier to the EU. If you operate a fertiliser plant or trade chemical commodities in Belgium, the Netherlands or Germany, the CBAM cost on Russian ammonia (CN 2814) adds a second regulatory layer to the progressive tariffs effective since July 2025. These are distinct obligations: tariffs are trade policy; CBAM is carbon pricing under Regulation (EU) 2023/956. CBAMCheck generates the 12-document CBAM dossier — including the Art. 9 carbon price documentation and a 7-year financial projection — so you can quantify the CBAM cost separately and present it to management. €299, one-time, 100% browser-side.

The numbers behind your Russian ammonia CBAM exposure

Russian ammonia faces a unique double burden in the EU: progressive trade tariffs and CBAM certificates. The CBAM cost is based on embedded CO₂ emissions — not on trade origin policy. Understanding the separation is critical for procurement decisions and for presenting the cost breakdown to management or board committees.

Your CBAM compliance timeline for Russian ammonia imports

The definitive CBAM period is in effect. Ammonia (CN 2814) falls under the fertilisers category in Annex I. The greenhouse gas for ammonia is CO₂. Here is the obligation sequence under Regulation (EU) 2023/956.

1
Obtain authorised CBAM declarant status
Art. 5. Required before importing. Application via the CBAM registry with EORI number and EU establishment proof.
2
Calculate embedded emissions for ammonia (CN 2814)
Art. 7 + Annex IV. For ammonia, only CO₂ is the applicable greenhouse gas (unlike CN 3102 nitrogenous fertilisers, which also cover N₂O). Use actual emissions from your supplier (Art. 7(2)(a)) or Russia default values (Art. 7(2)(b)).
3
Document the Art. 9 carbon price position for Russia
Art. 9. If a carbon price has been effectively paid in Russia, you may claim a deduction. The Art. 9 documentation must be certified by an independent person (Art. 9(2)). CBAMCheck generates the template — you supply the evidence.
4
Purchase CBAM certificates from 1 February 2027
Art. 22. The certificate price reflects the weekly average EU ETS auction price. This is a cost separate from any tariff applicable to Russian ammonia under trade policy.
5
Submit CBAM declaration by 30 September 2027
Art. 6. The first declaration covers 2026 imports. Total ammonia imported, embedded CO₂ emissions, certificates to surrender adjusted for Art. 31 (free allocation) and Art. 9 (carbon price).

Three mistakes chemical traders and fertiliser plants make with Russian ammonia CBAM documentation

Mistake 1 — Confusing CBAM certificates with trade tariffs

CBAM and tariffs are distinct regulatory instruments with separate cost calculations

EU progressive tariffs on Russian fertilisers are trade policy measures calculated on customs value. CBAM certificates under Regulation (EU) 2023/956 are a carbon price mechanism calculated on embedded emissions (tCO₂e). Mixing these costs in a single line item obscures the true impact of each. CBAMCheck calculates the CBAM certificate cost independently — tariff calculation depends on the applicable customs regime.

Mistake 2 — Treating ammonia the same as NPK fertilisers

Ammonia (CN 2814) has a distinct emission profile: CO₂ only, no N₂O

Annex I of Regulation (EU) 2023/956 lists ammonia (CN 2814) with CO₂ as the sole greenhouse gas. Nitrogenous fertilisers (CN 3102) and nitric acid (CN 2808) additionally cover N₂O. Using a generic "fertiliser" emission factor that includes N₂O overstates the embedded emissions for ammonia and inflates the certificate requirement. CBAMCheck applies the correct CN-specific methodology.

Mistake 3 — Requiring registration before showing pricing

Transparency about cost should precede any data input

Some compliance platforms require account creation and a demo call before revealing their pricing structure. CBAMCheck costs €299, one-time, displayed on every page. No registration, no demo, no annual subscription. You know the cost before entering any data.

The EU CBAM portal asks for data. CBAMCheck calculates it.

● CBAMCHECK CALCULATES YOUR DATA

Embedded emissions, certificate cost, Art. 9 documentation, 7-year projection

You enter your ammonia import data — CN 2814, tonnage, Russia as origin. CBAMCheck applies the 1.509 tCO₂e/t default value, generates the Art. 9 template, produces the 7-year projection showing cost escalation as free allocation decreases, and delivers the 12-document dossier. Separate from any tariff calculation.

∅ THE EU CBAM PORTAL ASKS FOR DATA

The CBAM registry collects — it does not calculate, project or document

The CBAM registry under Art. 14 is where you submit the declaration and surrender certificates. It does not calculate emissions, estimate costs, generate Art. 9 documentation, or produce 7-year projections. You arrive with everything pre-computed.

What happens if you import Russian ammonia without surrendering CBAM certificates

Art. 26 penalties are in addition to — not a substitute for — any tariff obligations. Non-compliance with CBAM is a separate infringement from trade policy violations.

⚖️
Authorised declarant — failure to surrender certificates
EU ETS excess emissions penalty per missing certificate

Art. 26(1). Payment does not release you from surrendering outstanding certificates (Art. 26(3)).

⚖️
Non-authorised person importing goods
3× to 5× the standard penalty

Art. 26(2). Per certificate that should have been surrendered.

⚖️
Exceeding the 50-tonne de minimis threshold
Retroactive for entire calendar year

Art. 26(2a) + Art. 2a. A single ammonia shipment typically exceeds 50 tonnes. The enhanced penalty applies to all emissions for the year.

Frequently asked questions — Russian ammonia imports and CBAM

Is this a subscription?
No. One-time payment. The licence includes 30 days of editing and 10 regenerations. The downloaded dossier is yours to keep.
Can I get a refund?
By activating the licence you give express consent for the immediate generation of digital content pursuant to Art. 16(m) of Directive (EU) 2011/83, waiving the 14-day withdrawal right. Refunds are accepted only for reproducible technical failures.
What if the regulation changes?
If the regulation changes during your licence period, you can regenerate the document with the updated version of the generator at no additional cost.
Is ammonia a separate CBAM product from NPK fertilisers?
Yes. Ammonia falls under CN 2814 in Annex I of Regulation (EU) 2023/956, with CO₂ as the sole greenhouse gas. Nitrogenous fertilisers (CN 3102) and nitric acid (CN 2808) additionally cover N₂O. CBAMCheck treats ammonia with its own CN code and default values.
CBAM and tariffs both apply to Russian ammonia. Does CBAMCheck separate these costs?
Yes. CBAM certificates under Regulation (EU) 2023/956 are a carbon price mechanism. Tariffs are trade policy. CBAMCheck calculates the CBAM certificate cost independently. Tariff calculations depend on the customs regime and are outside CBAM documentation scope.
Does the 7-year projection account for the free allocation phase-out?
Yes. The interactive HTML dashboard projects your CBAM cost from 2026 to 2032, reflecting the gradual reduction of free allocation under Art. 31. As free allocation decreases, the effective CBAM cost per tonne increases.
Can I claim an Art. 9 deduction for a carbon price paid in Russia?
Article 9 allows a reduction if a carbon price has been effectively paid. The position must be documented case-by-case. CBAMCheck generates the Art. 9 template. An independent person must certify the documentation per Art. 9(2).
Do I need to register before seeing the price?
No. €299, one-time, displayed on every page. No registration, no demo, no subscription.
