Common mistakes

COMMON ERROR

"Our products are carrier-grade — they already exceed EN 18031"

Your carrier-grade security features may exceed EN 18031 requirements technically. But exceeding requirements is not the same as documenting conformity. Art. 21 requires formal technical documentation conforming to Annex V. Your internal security specifications are not a substitute for an Annex V technical file.

COMMON ERROR

"SGS has always handled our CE — they should handle cybersecurity too"

SGS can handle it — at NT$450,000 per model. But Art. 17(3)(a) allows Module A self-declaration when you fully apply EN 18031. For carrier-grade equipment that already implements comprehensive security, the documentation step is straightforward.

COMMON ERROR

"European operators will accept our own internal security reports"

European operators require documentation conforming to the Directive. Their procurement teams verify compliance with Art. 3(3)(d) by reviewing the EU Declaration of Conformity and requesting Annex V documentation. Internal security reports do not satisfy the regulatory requirement.

What REDCheck guarantees and what it does not

REDCheck generates a document structured under Art. 21 and Annex V of Directive 2014/53/EU based on the information you enter. The truthfulness, accuracy and completeness of that information is your responsibility as manufacturer of the radio equipment.

We guarantee that the document structure follows Art. 21 and Annex V of Directive 2014/53/EU and that the legal references cited are correct as of the latest verification date.

REDCheck is not legal advice. For specific situations, consult a lawyer or specialised regulatory consultancy.

Frequently asked questions

Our products are used by telecom operators. Does the EECC add requirements?
Recital 4 of Delegated Regulation (EU) 2022/30 states that the essential requirements shall not undermine the high level of security for 5G network equipment. However, the documentation requirements under Art. 21 + Annex V remain the same. Additional national requirements may apply on top of the RED documentation.
We have ETSI EN 303 645 compliance. Is that the same as EN 18031?
ETSI EN 303 645 is a baseline cybersecurity standard for consumer IoT. EN 18031 is the harmonised standard under Directive 2014/53/EU. They overlap but are not identical. EN 18031 is the standard referenced in the Official Journal. Compliance with EN 303 645 is useful evidence but does not replace EN 18031 documentation.
Can our Taiwanese authorized representative in the EU use REDCheck on our behalf?
Yes. Art. 11 allows manufacturers to appoint an authorized representative in the EU. The authorized representative can fill the REDCheck form using the manufacturer's product data. The EU Declaration of Conformity is issued by the manufacturer.
Is it a subscription?
No. One-time payment. Each license includes a 30-day editing window and up to 10 regenerations. The 5 PDF documents you download are yours permanently.
Can I request a refund?
Under Art. 16(m) of Directive (EU) 2011/83 on consumer rights, by activating the license you give express consent to the immediate generation of the digital content, waiving the 14-day right of withdrawal. Refunds are accepted only for reproducible technical failures reported to hello@solidwaretools.com within 14 days of purchase.
What if the regulation changes?
If Directive 2014/53/EU, Delegated Regulation (EU) 2022/30 or the EN 18031 standards change during your license validity period, you can regenerate the documents with the updated version of the generator at no additional cost.
⚠️ Important notice: REDCheck is a documentary self-assessment tool, not legal advice or a third-party audit. The document is generated from the data you enter. The accuracy of the data is your responsibility under Art. 10(1) of Directive 2014/53/EU. REDCheck does not replace a conformity assessment by a Notified Body where required under Art. 17(4) of the Directive.
