Amazon EU Sent You a GPSR Documentation Request? Here’s the File They Actually Want — Generated in 10 Minutes

The email arrived from Amazon Seller Performance with a subject line that mentions GPSR, product safety, or Regulation (EU) 2023/988. It asks you to provide the technical file for one or more of your ASINs within a stated deadline — usually 17 or 30 days. The email does not tell you which file format to provide, it does not explain what Article 9 of the regulation requires, and it does not tell you that submitting the wrong format (CE declaration, REACH report, manufacturer safety sheet) will result in rejection. This page tells you what Amazon actually wants and how to produce it in 10 minutes per SKU. €49 per product. Permanent PDF with a 30-day, 10-regeneration edit window.

Decoding the Amazon GPSR request email

Based on the emails Chinese sellers have shared in Amazon Seller Central forums and compliance community threads over the last sixteen months, the typical Amazon GPSR request follows a consistent structure:

Opening paragraph — ASINs and trigger

Identifies the ASINs under review and states that Amazon has flagged them for GPSR compliance verification. Sometimes references an external complaint or a periodic compliance sweep.

Body paragraph — what Amazon wants

Lists the categories of document Amazon wants: internal risk analysis, EU Declaration of Conformity, manufacturer identification data, traceability information, safety warnings in local language. This is where most sellers misread the request — they upload a CE declaration, a supplier SDS, or a test report.

Deadline paragraph — typically 17 or 30 days

Failure to respond by the deadline results in listing suspension. 17 days for EU marketplaces is the most common. Some batched requests allow 30 days.

Closing paragraph — upload via Regulatory Compliance tab

Instructs the seller to upload via the Regulatory Compliance tab in Account Health, not via email reply.

What Amazon actually accepts: the structured Article 9 file with severity × probability matrix, the harmonised EU Declaration of Conformity, the manufacturer data for the product label, and translated safety warnings. The first three come from GPSRCheck in one 10-minute workflow. The translated safety warnings you handle yourself based on which EU marketplaces the product is listed on.

The three most common rejection patterns and how to avoid them

Pattern 1 — Wrong document type

CE Declaration of Conformity submitted instead of GPSR file

CE and GPSR are separate frameworks; CE does not cover the Article 9 risk analysis. Solution: upload the GPSR technical file that GPSRCheck generates, not the CE declaration.

Pattern 2 — Missing risk analysis component

Declaration of Conformity uploaded without the structured risk matrix

Amazon’s automated review looks for the severity × probability matrix structure and rejects files that lack it. Solution: the GPSRCheck PDF includes the matrix by default.

Pattern 3 — Generic supplier safety data sheet

Supplier product data sheet forwarded as compliance evidence

Contains material composition and general safety information but is not structured as an Article 9 analysis. Solution: produce the Article 9 file in your company name with your brand identity, which is what GPSRCheck does.

The technical file and the EU Responsible Person: two separate things

The GPSR has two distinct compliance layers for non-EU sellers, and vendors in this market often bundle them into one expensive annual contract. They don’t have to be bundled.

● Layer 1 — Article 9 (GPSRCheck does this)

The technical file

The documented internal risk analysis, the EU Declaration of Conformity, the product label with traceability data. This is the document Amazon Seller Central asks you to upload. GPSRCheck generates it in 10 minutes for €49 per product. One license per SKU. The PDF you download is yours permanently and does not expire. The license lets you regenerate the file up to 10 times within 30 days from first activation to correct details.

∅ Layer 2 — Article 16 (separate service)

The EU Responsible Person

A separate legal requirement: every non-EU manufacturer must appoint an economic operator established in the EU as the regulatory contact point. This is a service, not a document — typically €150 to €300 per year. You can combine our technical file with any EU Responsible Person provider. The PDF you download is yours to keep and is not tied to any Responsible Person contract.

The industry standard among competitors is to bundle both layers into a single annual subscription of €199 to €2,000. We decouple the two on purpose: you own the document, you pick the Responsible Person separately, and if you ever change provider, your files travel with you.

Enforcement reality — the timeline that built this market

📅
1 April 2024 — Amazon begins enforcement

Amazon started suspending EU listings without a valid EU Responsible Person — eight months before the GPSR’s official entry into force. Amazon moved ahead of the regulator.

⚖️
13 December 2024 — GPSR enters into force

Regulation (EU) 2023/988 entered into force across all 27 EU member states plus Northern Ireland. Every non-food consumer product placed on the EU market must now have a documented Article 9 internal risk analysis and an EU Responsible Person under Article 16.

⚖️
National fines and penalties

Member states are implementing national penalty regimes. Fines typically reach up to €100,000 per infraction. Germany additionally imposes criminal penalties of up to one year of imprisonment for persistent infringements. France allows proportional fines up to 10% of annual turnover. Italy, Spain, Netherlands and Poland have enacted comparable ranges.

🔒
Safety Gate — permanent public listing

The EU’s public database of dangerous products (formerly RAPEX). Products flagged as non-compliant are listed publicly, by brand and model. Inclusion in Safety Gate is permanent and searchable — the reputational damage outlasts any fine.

⚓️
Customs blockage at EU ports

Customs authorities may detain shipments without valid GPSR documentation. The cargo sits in port warehousing, accruing daily storage costs, until documentation is produced or the shipment is returned at the manufacturer’s expense.

Frequently asked questions

Amazon gave me 17 days to respond. Can I produce the files in time?
Yes. A single GPSRCheck file takes 10 minutes. A 20-SKU batch takes 3–4 hours of focused work. For high-volume catalogues and commercial enquiries, visit solidwaretools.com or email hello@solidwaretools.com.
I responded to a previous Amazon GPSR request with a CE declaration and it was accepted six months ago. Why is it not accepted now?
Amazon’s compliance review has tightened significantly over the last year. What was accepted in early 2025 is routinely rejected in 2026 as automated review became more precise. The current standard is the Article 9-structured document, not substitute documents.
My request email says I need to upload to the ‘Regulatory Compliance’ tab in Account Health. Where exactly is that?
In Seller Central: Performance → Account Health → scroll to Policy Compliance → Regulatory Compliance. Each flagged ASIN has a Submit compliance information button. Upload the PDF under the correct ASIN.
What happens if I miss the deadline Amazon gave me?
The listing moves to Inactive status. Reinstatement after a missed deadline is possible but slower than responding on time — typically requires a Plan of Action explaining what changed and providing the correct documentation. Better to respond within the original deadline.
Does Amazon accept the GPSR file as one PDF, or do they want separate documents?
One PDF with all components is accepted and preferred. GPSRCheck generates a single 6-page PDF that bundles the risk analysis, Declaration of Conformity, and label data together.
If my listing was suspended before I received the email, is it possible to reinstate it with the right file?
Yes. Upload the correct GPSR documentation through the Regulatory Compliance tab. Typical reinstatement after successful upload is 24–72 hours.

⚠️ Important notice: GPSRCheck is a self-assessment documentation tool, not legal advice and not a product testing service. The Article 9 technical file is generated from your input data. GPSRCheck does not provide the EU Responsible Person service.
