Amazon DE Listing Suspended Over GPSR Documentation? Generate the Technical File Amazon Seller Central Is Asking For — in 10 Minutes

Your Amazon DE listing went inactive this week. The Seller Central flag reads GPSR documentation required. You already knew this was coming — you’ve been watching it happen to half the sellers in your Shenzhen office building for sixteen months. What you need right now is not an explanation of the General Product Safety Regulation. You know what it is. What you need is the 6-page PDF that contains the Article 9 internal risk analysis, the EU Declaration of Conformity and the printable product label, the three documents Amazon Seller Central expects you to upload to reinstate the listing. Generate it in 10 minutes. €49 per product. Permanent PDF with a 30-day, 10-regeneration edit window.

The sequence Amazon runs on a flagged listing

The Amazon DE enforcement sequence in 2025–2026 has become predictable. The flag arrives without warning. Seller Central moves the ASIN to Inactive status under Account Health → Regulatory Compliance. The rejection reason reads some variant of “Product detail page was removed because required GPSR documentation is not on file”. A Submit compliance information button appears next to the flagged ASIN. The form asks for three categories of document: the Article 9 internal risk analysis, the EU Declaration of Conformity, and the manufacturer traceability data for the product label.

Many sellers try to resolve the flag by submitting photographs of the existing product packaging, CE marking declarations from older compliance dossiers, or REACH certificates from chemical testing. These are rejected every time. The GPSR Article 9 risk analysis is a specific document format that does not exist in CE, REACH, RoHS or any of the sector-specific directives. It must be produced as its own instrument.

GPSRCheck generates exactly the three documents Amazon Seller Central asks for, in the right format, in one PDF, in 10 minutes.

Which EU marketplaces use the same file?

One file per product, valid across all five major Amazon EU marketplaces — and all 27 EU member states plus Northern Ireland. The GPSR is directly applicable EU regulation with no member-state variants. Generate once, upload everywhere.

The technical file and the EU Responsible Person: two separate things

The GPSR has two distinct compliance layers for non-EU sellers, and vendors in this market often bundle them into one expensive annual contract. They don’t have to be bundled.

● Layer 1 — Article 9 (GPSRCheck does this)

The technical file

The documented internal risk analysis, the EU Declaration of Conformity, the product label with traceability data. This is the document Amazon Seller Central asks you to upload. GPSRCheck generates it in 10 minutes for €49 per product. One license per SKU. The PDF you download is yours permanently and does not expire. The license lets you regenerate the file up to 10 times within 30 days from first activation to correct details.

∅ Layer 2 — Article 16 (separate service)

The EU Responsible Person

A separate legal requirement: every non-EU manufacturer must appoint an economic operator established in the EU as the regulatory contact point. This is a service, not a document — typically €150 to €300 per year. You can combine our technical file with any EU Responsible Person provider. The PDF you download is yours to keep and is not tied to any Responsible Person contract.

The industry standard among competitors is to bundle both layers into a single annual subscription of €199 to €2,000. We decouple the two on purpose: you own the document, you pick the Responsible Person separately, and if you ever change provider, your files travel with you.

Enforcement reality — the timeline that built this market

📅
1 April 2024 — Amazon begins enforcement

Amazon started suspending EU listings without a valid EU Responsible Person — eight months before the GPSR’s official entry into force. Amazon moved ahead of the regulator.

⚖️
13 December 2024 — GPSR enters into force

Regulation (EU) 2023/988 entered into force across all 27 EU member states plus Northern Ireland. Every non-food consumer product placed on the EU market must now have a documented Article 9 internal risk analysis and an EU Responsible Person under Article 16.

⚖️
National fines and penalties

Member states are implementing national penalty regimes. Fines typically reach up to €100,000 per infraction. Germany additionally imposes criminal penalties of up to one year of imprisonment for persistent infringements. France allows proportional fines up to 10% of annual turnover. Italy, Spain, Netherlands and Poland have enacted comparable ranges.

🔒
Safety Gate — permanent public listing

The EU’s public database of dangerous products (formerly RAPEX). Products flagged as non-compliant are listed publicly, by brand and model. Inclusion in Safety Gate is permanent and searchable — the reputational damage outlasts any fine.

⚓️
Customs blockage at EU ports

Customs authorities may detain shipments without valid GPSR documentation. The cargo sits in port warehousing, accruing daily storage costs, until documentation is produced or the shipment is returned at the manufacturer’s expense.

Frequently asked questions

My listing was flagged with a GPSR rejection. Can I just upload my existing CE Declaration of Conformity?
No. CE marking covers specific sectoral directives (Low Voltage, EMC, Toy Safety, etc.). The GPSR Article 9 technical file is a separate document with a separate format. Amazon Seller Central specifically asks for the GPSR file, and automated rejection occurs when the upload is a CE document without the Article 9 risk analysis component.
I uploaded the GPSR information three times and it keeps getting rejected. What’s going wrong?
The most common rejection causes: submitting a single photo of the product label instead of the full risk analysis; submitting a REACH or RoHS report instead of the Article 9 analysis; submitting a manufacturer’s generic safety data sheet. Seller Central wants the structured Article 9 document with the severity × probability matrix, hazard identification and mitigation measures. GPSRCheck produces this in the format Amazon accepts.
How quickly does Amazon reinstate a listing after the correct documentation is uploaded?
Typical reinstatement after successful GPSR upload runs 24 to 72 hours. Some sellers report same-day reinstatement when all three components (risk analysis, Declaration of Conformity, label data) are uploaded together rather than separately.
I have 80 ASINs flagged simultaneously. Is there a way to handle them in volume?
For high-volume catalogues and special pricing, visit solidwaretools.com or email hello@solidwaretools.com.
Does GPSRCheck include the EU Responsible Person service Amazon also requires?
No. GPSRCheck generates the technical file (Article 9). The EU Responsible Person is a separate Article 16 requirement — it’s a service, not a document, typically €150 to €300 per year. You can combine our technical file with any EU Responsible Person provider. See the section above for details.
Can I use the same GPSR file across Amazon DE, FR, IT, ES and NL?
Yes. The file is valid across all 27 EU member states plus Northern Ireland. One file per product, valid for the entire EU market.

⚠️ Important notice: GPSRCheck is a self-assessment documentation tool, not legal advice and not a product testing service. The Article 9 technical file is generated from your input data. GPSRCheck does not provide the EU Responsible Person service.
