China dominates EU steel article imports by value. Bolts and screws (CN 7318), structural components (CN 7308), and miscellaneous articles (CN 7326) are everyday procurement items for European distributors and manufacturers. Under CBAM, the embedded emissions of these articles include the precursor steel — a cascade calculation that many importers don't know how to perform.
Many distributors and manufacturers assume CBAM only covers raw steel. It does not. Bolts (7318), structures (7308), chains (7315), springs (7320), fittings (7307) and wire (7217) are all explicitly listed in Annex I of Regulation (EU) 2023/956. If you import any of these from China, you are subject to CBAM.
