Three mistakes importers of Chinese steel articles make with CBAM

Mistake 1 — Assuming "my product might not be affected"

If your CN code is in chapters 72 or 73 of the Combined Nomenclature, it is in Annex I

Many distributors and manufacturers assume CBAM only covers raw steel. It does not. Bolts (7318), structures (7308), chains (7315), springs (7320), fittings (7307) and wire (7217) are all explicitly listed in Annex I of Regulation (EU) 2023/956. If you import any of these from China, you are subject to CBAM.

Mistake 2 — Requesting data your Chinese supplier cannot organise

Chinese factories may not have Annex IV-structured emission data — use default values instead

Asking a Chinese bolt factory for "carbon footprint data" in a generic format is unlikely to produce CBAM-compliant documentation. Under Art. 7(2), you may use Commission default values.
