Compliant with what? Ask specifically for Annex IV technical documentation per Art. 11. A vendor claiming "AI Act compliant" without providing the 12-document dossier has not met the documentation obligation. Compliance is not a statement — it is a set of documents.

Correct that the Art. 11 documentation obligation falls on the provider. But Art. 26 requires you as deployer to use the system in accordance with the instructions of use. Frequently asked questions — University AI tools and the AI Act

Is our university the provider or the deployer?
Under Regulation (EU) 2024/1689, the provider is the entity that develops or places the AI system on the market. The deployer is the entity that uses it. If your university procured an AI tool from a vendor, you are the deployer and the vendor is the provider. However, Art. 25 states that if you substantially modify the system, you become the provider.
What if our vendor is outside the EU?
Article 2.1(a) applies to providers regardless of where they are established, if the AI system is placed on the Union market. A non-EU vendor selling to an EU university must comply with Art. 11. If the vendor refuses, your institution may need to generate the documentation independently.
Do research-only AI systems need documentation?
Article 2.6 excludes AI systems developed or put into service exclusively for scientific research and development. If the system is used purely for research and is not deployed on students in any operational capacity, it is excluded. The moment it moves from research to production use on real students, Annex III applies.
Should we require Annex IV documentation in procurement contracts?
Yes. From 2 August 2026, any procurement of an AI system that falls under Annex III should contractually require the vendor to provide Annex IV technical documentation as a condition of supply. This protects the university's deployer obligations under Art. 26.

Can I request a refund?
