The AI Act covers AI systems, not just products. Article 3(1) defines an AI system regardless of its delivery method. A SaaS product that uses AI is an AI system. Whether it runs on your server in Istanbul or on AWS in Frankfurt, if EU clients use it, Article 2.1(a) applies.
You document the AI system, not the client deployment. If every client uses the same model with the same training data and the same configuration, one dossier covers the system. Multi-tenancy does not multiply the documentation. However, if you offer custom models per client, each custom model is a separate system.
Your EU clients will ask. Article 26 requires deployers to use high-risk AI systems in accordance with the provider's instructions. Without Annex IV documentation, there are no instructions. The question is not if they will ask, but whether you have the dossier ready when they do.
