Article 2.1(a) of Regulation (EU) 2024/1689 has extraterritorial scope — same principle as PIPL Article 3. It applies to providers outside the EU whose AI systems are placed on the Union market.

Chinese AI regulations (CAC algorithm filing, Generative AI Measures, PIPL, Deep Synthesis Provisions) govern the Chinese market. The EU AI Act governs the European market. They are parallel frameworks with different requirements. Your CAC filing does not satisfy Annex IV.
Your European distributor may be the deployer or the importer. Under Article 3(3) and Article 2.1(a), you — as the entity that developed the AI system — are the provider. The provider bears the Art. 11 documentation obligation.
