Does Article 2 of the AI Act apply to Turkish companies specifically?
Article 2.1(a) applies to all providers who place AI systems in the Union, regardless of where the provider is established. This includes Turkish, American, Brazilian companies — any provider outside the EU. Turkey is not singled out, but the EU-Turkey customs union makes the regulatory link particularly strong for Turkish exporters.
Do we need an authorised representative in the EU?
Article 22 requires providers established outside the EU to appoint, by written mandate, an authorised representative in the Union before placing a high-risk AI system on the market. Does the EU-Turkey customs union affect AI Act applicability?
The customs union historically focused on industrial goods. The AI Act applies independently — Article 2.1(a) is the legal basis.
