Art. 25 of Regulation (EU) 2024/1689 establishes responsibilities along the value chain. You become the provider if you put your name on the system or modify it substantially.
Art. 26.1 requires the deployer to use the system in accordance with the instructions of use. No documentation = no instructions = non-compliance. Art. 13 requires the provider to enable deployers to interpret the system's output — the Annex IV documentation is how.

Article 26.1 requires you to use the system in accordance with the instructions of use. The absence of instructions does not eliminate your obligation — it makes compliance impossible. The supervisory authority can ask what measures you took upon discovering the absence. Inaction is not a defence.
A deployer policy pack organises your internal processes under Art. 26 — risk monitoring, log retention, incident reporting. It does not produce Annex IV technical documentation. If your provider has not documented the system, a policy pack does not close that gap. You need the Annex IV dossier, not internal policies.
Notification is step one. Due diligence is a continuous process. If the provider does not act, Art. 26.4 requires you to inform the provider and the relevant market surveillance authority when you have reason to consider the system is not in conformity. Simply sending a letter and waiting is not sufficient.
