Reg (EU) 2024/1689Generate dossier — €249

You export AI systems from China to the European Union. Annex IV of Regulation (EU) 2024/1689 defines the technical documentation your system needs. No tool in the market generates it for Chinese exporters. AICheck does — 12 PDFs, 45 minutes, €249.

You searched for Annex IV technical documentation for Chinese exporters. Google shows you Annex IV text, the AI Act Service Desk, arXiv templates and TÜV Rheinland. None of them generates the dossier. Article 11 requires the provider to draw up technical documentation before placing the system on the EU market. You know what you need. AICheck gives you the tool. 45 minutes. €249. Browser-side — your system data stays on your machine.

Chinese AI companies and the EU AI Act: the numbers

Article 2.1(a) of Regulation (EU) 2024/1689 has extraterritorial scope — same principle as PIPL Article 3. It applies to providers outside the EU whose AI systems are placed on the Union market.

Article 22 requires an authorised representative in the EU. Your CAC algorithm filing covers algorithm type and service form. Annex IV requires architecture, training data, metrics, risk management and human oversight — in full detail.

How to document all your AI systems in one week

You don't need to document 10 systems at once. This is the recommended workflow for companies with multiple high-risk AI systems.

1
Inventory
List every AI system in production. Use AICheck's free checker to verify which ones fall under Annex III.
2
Group by Annex III category
Cluster by category: 5(a) credit scoring, 4(a) recruitment, 4(b) performance evaluation, etc. Each category has specific documentation nuances.
3
Pilot dossier
Generate the dossier for your simplest system. 45 minutes. Review with your legal team. Refine the process.
4
Batch production
With the process validated, generate the remaining dossiers. €249 × N systems. Each takes 45 minutes.
5
Cross-review
Your DPO or compliance officer reviews the 12 documents in each dossier. AICheck allows 10 regenerations per licence for corrections.
6
Archive and traceability
Store the downloaded ZIPs. Record generation date, system documented, responsible person. You will need this before your national supervisory authority.

Mistakes Chinese AI companies make with the EU AI Act

ERROR COMÚN

"We already comply with Chinese AI regulations — that covers Europe too"

Chinese AI regulations (CAC algorithm filing, Generative AI Measures, PIPL, Deep Synthesis Provisions) govern the Chinese market. The EU AI Act governs the European market. They are parallel frameworks with different requirements. Your CAC filing does not satisfy Annex IV.

ERROR COMÚN

"Our European distributor handles EU compliance"

Your European distributor may be the deployer or the importer. Under Article 3(3) and Article 2.1(a), you — as the entity that developed the AI system — are the provider. The provider bears the Art. 11 documentation obligation.

ERROR COMÚN

"We don't need an authorised representative — our system is sold through a platform"

Article 22 requires providers established outside the EU to appoint an authorised representative by written mandate before placing a high-risk AI system on the Union market. The sales channel does not change this requirement.

What each ZIP contains: 12 documents

Each AICheck licence generates a ZIP with 12 PDF documents for one AI system. For 10 systems you need 10 licences and obtain 120 documents in total.

Structured documentation vs. third-party audit

● CAPA 1

What AICheck does

Generates the technical documentation for each system under Art. 11 and Annex IV of Regulation (EU) 2024/1689. Structures the 9 points of Annex IV individually per system. 12 PDF documents per system.

∅ CAPA 2

What AICheck does NOT do

Does not audit your systems. Does not evaluate whether your training data is adequate. Does not validate that your model performs correctly. That is your responsibility and, if needed, that of a notified body under Art. 43.

AICheck solves Layer 1 so your team can focus on Layer 2. At €249 per system, documentation stops being the bottleneck.

What AICheck guarantees and what it does not

AICheck generates a document structured under Article 11 and Annex IV of Regulation (EU) 2024/1689 based on the information you enter. The truthfulness, accuracy and completeness of that information is your responsibility as provider of the AI system.

We guarantee that the document structure follows Article 11 and Annex IV of Regulation (EU) 2024/1689 and that the legal references cited are correct as of the latest verification date. We do not guarantee that a specific document will be accepted by a market surveillance authority in a specific case, nor by a commercial buyer in a procurement process.

Frequently asked questions — Chinese AI companies and the EU AI Act

Does our CAC algorithm filing satisfy any part of the EU AI Act?
No. The CAC algorithm filing requires registration of algorithm type, service form and application domain with the Cyberspace Administration of China. The EU AI Act Annex IV requires a different set of documentation — system architecture, training data, metrics, risk management, human oversight. They are parallel obligations for different jurisdictions.
How does the EU AI Act compare to Chinese AI regulations?
IAPP has published a detailed comparison. Chinese AI regulations focus on content safety, algorithm transparency and user rights within the Chinese market. The EU AI Act focuses on a risk-based classification system with documentation requirements for high-risk systems. The two frameworks are complementary, not substitutive.
What does the authorised representative under Art. 22 actually do?
Article 22 requires the representative to: verify that documentation has been drawn up, keep a copy for 10 years, provide information to national authorities, and cooperate on corrective action. The representative is your regulatory interface in the EU. AICheck generates the documentation the representative must hold.
TÜV Rheinland Greater China already offers AI Act services — why do we need AICheck?
TÜV Rheinland offers testing, certification and compliance advisory. They do not generate the Annex IV technical documentation dossier. AICheck generates the 12 PDFs. TÜV Rheinland reviews and certifies. They are complementary services.
Is this a subscription?
No. One-time payment. The licence includes 30 days of editing and 10 regenerations. The downloaded PDF is yours to keep.
Can I request a refund?
Under Article 16.m of Directive (EU) 2011/83 on consumer rights, by activating the licence you give express consent for the immediate generation of the digital content and waive the 14-day withdrawal period. Refunds are accepted only for verifiable reproducible technical failures.
What if the regulation changes?
If the regulation changes during the validity of your licence, you may regenerate the document with the updated version of the generator at no additional cost.
⚠️ Important notice: AICheck is a self-assessment documentation tool, not legal advice and not a third-party audit. The document under Article 11 and Annex IV of Regulation (EU) 2024/1689 is generated from your input data. You are responsible for the accuracy of the data you provide. AICheck does not replace a qualified professional assessment.
