Reg. (EU) 2023/956Generate dossier — €299

You import Russian steel under current sanctions and need CBAM documentation that does not require uploading trade data to a server

EU sanctions have restricted many Russian steel products. Where imports are still legally permitted, CBAM adds a second compliance layer: embedded emissions must be declared and certificates surrendered. Russia has no carbon pricing mechanism deductible under Art. 9 — the full emission value requires CBAM certificates. The European Commission default for Russian steel is 3.448 tCO₂e/t. CBAMCheck generates 12 deliverables entirely in your browser. No import volumes, supplier names or origin data leave your device.

The numbers behind Russian steel CBAM exposure

Despite sanctions, certain Russian steel products remain importable under specific exemptions. Where they are, CBAM applies. Russia exported approximately 5.45 Mt of steel to the EU before restrictions tightened. For the remaining permitted volumes, the emission cost layer now adds a financial obligation per tonne.

CBAM compliance path for permitted Russian steel imports

1
Verify sanctions compliance separately
CBAMCheck generates CBAM documentation only. It does not assess whether your specific import is permitted under current EU sanctions. Sanctions compliance is a separate legal obligation. Consult your legal counsel.
2
Obtain authorised CBAM declarant status (Art. 5)
Required for all CBAM-covered imports regardless of origin.
3
Determine embedded emissions
Use default values (Russia: 3.448 tCO₂e/t with 10% mark-up) or actual data from your supplier. Given current diplomatic conditions, obtaining actual data from Russian mills may be difficult. Default values are the practical fallback.
4
Purchase CBAM certificates from February 2027 (Art. 20)
No Art. 9 deduction applies. Full embedded emissions require certificates.
5
Submit declaration by 30 September 2027 (Art. 6)
First CBAM declaration covers 2026 imports.

Three challenges specific to CBAM compliance for Russian steel

Challenge 1 — Obtaining actual emission data from Russian mills

Diplomatic conditions make supplier communication difficult — defaults are the practical option

Under normal circumstances, CBAMCheck includes a supplier letter template. For Russian origins, this communication channel may be unavailable or impractical. The Regulation allows using Commission default values (Reg. 2025/2621). Russia: 3.448 tCO₂e/t with mark-up. CBAMCheck generates the full dossier using these defaults.

Challenge 2 — Privacy concerns around uploading Russian origin trade data

100% browser-side processing — no data leaves your device

Trading houses handling Russian-origin materials may prefer not to upload supplier names, trade volumes and CN codes to third-party cloud platforms. CBAMCheck processes everything locally in your browser. The ZIP file is generated on your device. No server communication. GDPR-native by architecture, not by policy.

Challenge 3 — No Art. 9 carbon price deduction for Russia

Russia has no ETS or carbon tax deductible under CBAM — full emissions require certificates

Countries with qualifying carbon pricing mechanisms (e.g. South Korea's K-ETS) can have the carbon price deducted from CBAM certificates under Art. 9. Russia has no such mechanism. The full 3.448 tCO₂e/t (or actual) is subject to CBAM certificates with no deduction.
