Your ammonia comes from Trinidad and Tobago — the world’s largest net exporter — and from January 2026 every tonne requires CBAM certificates with zero carbon price deduction

You run a fertiliser plant or chemical processing facility in Belgium, France, the Netherlands or Ireland. Your ammonia arrives from Point Lisas — the industrial heartland of Trinidad and Tobago, home to some of the world’s largest ammonia plants. T&T is the world’s largest net exporter of ammonia and the EU’s second-largest supplier with 655 kt shipped in 2024. Under the CBAM (Reg. (EU) 2023/956), every tonne of ammonia imported from 1 January 2026 triggers a certificate obligation based on embedded CO₂ emissions. Trinidad and Tobago has no carbon pricing mechanism — which means zero Art. 9 deduction and full CBAM cost exposure. CBAMCheck generates your complete CBAM dossier in your browser. 12 deliverables. €299 one-time.

Your CBAM compliance timeline

1
Register as authorised CBAM declarant
Apply via the CBAM Registry before importing. Art. 5 of Reg. (EU) 2023/956. Your EORI number is required.
2
Identify your ammonia CN code
Ammonia falls under CN 2814 (anhydrous or in aqueous solution). Applicable greenhouse gas: CO₂ only. Annex I of Reg. (EU) 2023/956.
3
Determine embedded emissions
Use default values (1.284 tCO₂e/t for T&T fertilisers, Implementing Reg. (EU) 2025/2621) or request actual emissions data from your Trinidad supplier. Art. 7 + Annex IV.
4
Check for carbon price deduction
Trinidad & Tobago has no carbon pricing mechanism. No Art. 9 deduction applies. Full CBAM cost on every tonne of embedded CO₂.
5
Purchase CBAM certificates quarterly
From 2027, maintain at least 50% of estimated certificates each quarter on your CBAM Registry account. Art. 22(2).
6
Submit annual CBAM declaration
First declaration due 30 September 2027 for calendar year 2026. Includes total quantities, embedded emissions, certificates surrendered and carbon price documentation. Art. 6.

Three mistakes that inflate your CBAM cost or create compliance risk

MISTAKE 1 — WRONG GHG

Assuming nitrous oxide applies to ammonia

Ammonia (CN 2814) is subject only to CO₂ under Annex I of Reg. (EU) 2023/956. Nitrous oxide (N₂O) applies to other nitrogenous fertilisers (CN 3102, 3105) but not to ammonia. Using the wrong greenhouse gas produces an incorrect CBAM calculation.

MISTAKE 2 — WRONG DEFAULT

Using a generic ‘fertilisers’ value instead of the T&T-specific default

The EU default values under Implementing Reg. (EU) 2025/2621 are country-specific. Trinidad & Tobago has a fertiliser default of 1.284 tCO₂e/t. Using a global average or a value from another country produces an incorrect declaration.

MISTAKE 3 — PHANTOM DEDUCTION

Assuming Trinidad & Tobago has a deductible carbon price

T&T has no carbon tax, no ETS, and no carbon pricing mechanism that qualifies for an Art. 9 deduction under the CBAM Regulation. Every tonne of embedded CO₂ generates a full certificate obligation.

The EU CBAM portal asks for data. CBAMCheck calculates it.

THE EU CBAM PORTAL

Asks you to declare data

The EU CBAM Registry (Art. 14) requires you to submit total embedded emissions, number of certificates and carbon price documentation. It does not calculate these for you. You must arrive with the numbers ready.

CBAMCHECK

Calculates the data you need to declare

CBAMCheck takes your import data (tonnes, CN codes, country of origin) and generates the embedded emissions calculation, certificate estimation, carbon price documentation and all supporting records. You download the dossier and use it to complete the CBAM Registry submission.

Enforcement: what happens when CBAM certificates are missing

Art. 26 of Reg. (EU) 2023/956 sets the penalties.

⚠️
Authorised declarant: penalty identical to EU ETS excess emissions penalty
EU ETS rate per missing certificate

Art. 26(1): an authorised CBAM declarant who fails to surrender the required certificates by 30 September faces a penalty identical to the excess emissions penalty under Art. 16(3) of Directive 2003/87/EC, increased pursuant to Art. 16(4). The penalty applies per certificate not surrendered. Payment does not release the obligation to surrender outstanding certificates (Art. 26(3)).

⚠️
Unauthorised importer: penalty 3–5 times the standard rate
3–5×

Art. 26(2): a person who introduces goods without authorisation faces a penalty of 3 to 5 times the standard penalty, depending on duration, gravity, scope, intent and cooperation. This also applies to importers exceeding the de minimis threshold (50 tonnes, Art. 2a) without authorisation (Art. 26(2a)).

What CBAMCheck guarantees and what it does not

CBAMCheck generates a document structured according to Art. 6 and Art. 7 + Annex IV of Regulation (EU) 2023/956 from the information you enter. The truthfulness, accuracy and completeness of that information is your responsibility as importer or authorised CBAM declarant.

We guarantee that the document structure follows Regulation (EU) 2023/956 and that the legal references cited are correct. We do not guarantee that a specific document will be accepted by a national competent authority in a specific case.

Frequently asked questions

Does ammonia fall under CBAM?
Yes. Ammonia (CN 2814) is explicitly listed in Annex I of Reg. (EU) 2023/956 under the Fertilisers category. The applicable greenhouse gas is CO₂ — not nitrous oxide. Your CBAM declaration must report embedded CO₂ emissions per tonne of ammonia imported.
Is Trinidad and Tobago included in the CBAMCheck default values?
Yes. CBAMCheck includes 13,566 default values from Implementing Reg. (EU) 2025/2621, covering 120+ countries including Trinidad and Tobago. The T&T fertiliser default value is preconfigured. No manual lookup required.
Can I deduct a carbon price paid in Trinidad and Tobago?
No. Trinidad and Tobago has no carbon tax, no emissions trading system, and no equivalent carbon pricing mechanism. Art. 9 of Reg. (EU) 2023/956 allows a deduction only where a carbon price has been effectively paid in the country of origin. Importers from T&T face full CBAM exposure.
My supplier has multiple ammonia plants. Does it matter which one?
Yes. Embedded emissions are calculated per installation under Art. 7 and Annex IV. If your supplier can provide installation-specific actual emissions data, you may use those instead of default values — potentially lowering your CBAM cost. CBAMCheck generates a supplier letter template requesting this data.
Does one CBAMCheck licence cover both ammonia and urea?
If you import only ammonia from a single company, one licence generates the full dossier covering CN 2814. If you also import urea (CN 3102) from a different installation, that requires its own dossier. The Professional Pack (70 generations) covers multiple products and suppliers.
Is this a subscription?
No. One-time payment. The licence includes 30 days of editing and 10 regenerations. The downloaded dossier is yours to keep.
Can I get a refund?
Upon activating the licence you give express consent for immediate generation of digital content pursuant to Art. 16(m) of Directive (EU) 2011/83, waiving the 14-day withdrawal right. Refunds are accepted only for a reproducible technical fault.
What if the regulation changes?
If the regulation changes during your licence validity, you can regenerate the document with the updated version of the generator at no extra cost.
