CBAM Registry: how to register as an authorised CBAM declarant step by step

The EU CBAM Registry (Art. 14 of Reg. (EU) 2023/956) is the central platform for CBAM compliance. Before importing CBAM goods from 1 January 2026, you must register and apply for authorisation as a CBAM declarant through the Authorisation Management Module (AMM), live since March 2025. Your application is reviewed by the NCA of the member state where your company is established. Your step-by-step CBAM Registry registration process

Access the CBAM Registry and create your account
The CBAM Registry is accessed through the EU Customs Trader Portal. You need a valid EORI number and EU Login credentials to begin.

Open the Authorisation Management Module (AMM)
Since March 2025, the AMM allows you to submit your authorisation application directly. Select "Apply for authorisation as CBAM declarant."

Complete the Art. 5(5) information requirements
Provide: EORI number, company details, main economic activity, tax certification, declaration of honour, proof of financial capacity, and estimated import volumes of CBAM goods.

Submit your application to your NCA
Your application is routed to the NCA of the member state where your company is established (Art. 17). The NCA reviews and decides within 90 working days.

Receive authorisation and begin importing
Once authorised, your status is valid EU-wide (Art. 17(1)). You can import CBAM goods through any EU port and declare through the Registry.

Use the Registry for quarterly certificates and annual declarations
The Registry handles certificate purchases (Art. 20), quarterly balance checks (Art. 22(2)), and annual declaration submission (Art. 6).

Three registration mistakes importers should avoid

MISTAKE 1 — CONFUSING TRANSITIONAL AND DEFINITIVE REGISTRY

Assuming your transitional period account carries over automatically

The transitional CBAM reporting system (2023–2025) and the definitive CBAM Registry (from 2026) are separate systems. Registration in one does not automatically transfer to the other. You must apply for authorisation through the AMM.

MISTAKE 2 — INCOMPLETE ART. 5(5) DOCUMENTATION

Submitting without all required information

Art. 5(5) lists specific information requirements: EORI, economic activity, tax certification, declaration of honour, financial capacity and estimated volumes. Missing any element delays authorisation.

MISTAKE 3 — APPLYING TO THE WRONG NCA

Submitting through the NCA of the port country instead of establishment country

Your application goes to the NCA of the member state where your company is established — not where goods enter the EU. A French company importing through Rotterdam applies to the DGEC, not the NEa.

The EU CBAM Registry (Art. 14) requires you to submit total embedded emissions, number of certificates and carbon price documentation. It does not calculate these for you. You must arrive with the numbers ready.

EU ETS rate per certificate

Art. 26(1): an authorised CBAM declarant who fails to surrender the required certificates by 30 September faces a penalty identical to the excess emissions penalty under Art. 16(3) of Directive 2003/87/EC, increased per Art. 16(4). The penalty applies per certificate not surrendered. Payment does not release the obligation to surrender outstanding certificates (Art. 26(3)).

Art. 26(2): anyone introducing goods without authorisation faces a penalty of 3 to 5 times the standard penalty, depending on duration, gravity, scope, intent and cooperation. Also applies to importers exceeding the de minimis threshold (50 tonnes, Art. 2a) without authorisation (Art. 26(2a)).

Is this a subscription?
No. One-time payment. The licence includes 30 days of editing and 10 regenerations. The downloaded dossier is yours forever.
Can I request a refund?
By activating the licence you give express consent for the immediate generation of digital content under Art. 16(m) of Directive (EU) 2011/83, waiving the 14-day withdrawal right. Refunds are accepted only for reproducible technical faults.
What if the regulation changes?
If the regulation changes during your licence validity, you can regenerate the document with the updated version of the generator at no extra cost.
What is the CBAM Registry?
The CBAM Registry is the EU-wide platform established under Art. 14 of Reg. (EU) 2023/956. It manages declarant authorisation, certificate purchases, quarterly balance checks and annual declaration submissions. Access is through the EU Customs Trader Portal.
Is my transitional CBAM account still valid?
The transitional reporting system (2023–2025) is separate from the definitive CBAM Registry. You must apply for authorisation as a CBAM declarant through the AMM module in the definitive Registry. Previous transitional reporting does not automatically transfer.
How long does authorisation take?
Under Art. 5, the NCA has up to 90 working days to decide on your authorisation application. Art. 17(7a) provides a transitional provision: if you applied before 31 March 2026, you may import provisionally while your application is being processed.
